place=district turns up as an error on Geofabrik OSM Inspector. maybe municipality would be a better choice

Thought this also - there are different opinions between mappers, but I think that in case of villages/cities the place tag should be on the label/admin_centre, not on the boundary.

Nothing wrong with changing the tags of kelurahan to suburb instead of village I hope?
