Looking at the wiki, I think tourism=camp_site may actually be the most appropriate, as with Housekeeping Camp. According to that documentation, cabins are allowed, and it certainly feels more "campy" than, for instance, the Ahwahnee.

Most likely, the best course is to shrink the retail area around the services and tag the rest as tourism=camp_site.
