Unfortunately, matching of new and old stops needs all counties to be processed in the same run, because the two could be located in different counties, just across the border.

The changesets are labeled "Norway" to avoid any confusion.

There are several other regular updates/changesets which spans entire Norway with a large bbox, but it seems to be ok for other users as long as the changeset comment is clear.
