cycleways and footways are navigable elements by default, like any road in OSM. It might not be so for cars, but that does not matter.
Furthermore: the cycleway clearly states acces:private, which means that it is navigable by car for the occupents of the adjacent buildings.
You'll find this solution a lot in NL and DE.
Now the rule in OSM is: don't tag for the router or renderer. If TT wants to use the database thats fine, but they should change their router rather than change the map.
Your team is making a lot of edits like this without any knowledge of local rules or OSM routing priciples. You should not do so.

De boerderij ernaast op nummer 16 heeft van TomTom zijn eigen fietspad gekregen .. Door een andere mapper namens TT.
Had je die al gerevert? Of kun je dat doen?

Eggie, omdat er geen reactie kwam heb ik het maar gedaan. Ook fietsers weer toegang gegeven, wel handig op een fietsroute ..
Ook namen aangepast op basis van gemeentelijke bestemmingsplannen ( zoals Eekhoornlaan en Nienoordsingel door laten lopen).
Twijfel nog over WIldlaan en Groene Zoom, daar is weinig over te vinden.
