Which label are we talking about ?
relation/1224469#map=13/53.35030/-2.27983 has four name:<lang_code> tags: en, es, ru and ur. Yes, name and name:en are the same, but the instructions I linked to suggest that Moscow should have name=Москва and name:ru=Москва so I am following that.

If I have understand correctly, the tool that confusedbuffalo announced at
https://community.openstreetmap.org/t/tool-to-find-and-fix-incomplete-multi-lingual-names/143881
(and which I used for this changeset) is intended to do exactly that, following the recommendation at osm.wiki/Names#Language-specific_names
