based upon the community discussion above. The answer is not perfect, but it is my best guess on an answer

Maybe it should just be tagged as fountain, though this doesn't seem quite correct. Maybe there is another amenity which is appropriate, though I can't find it yet.

I looked at the waterway wiki. Nothing really fits.

It looks like waterway=brook was deprecated a couple of years after I did this edit.

Today, I looked at the AC Transit info, including GTFS files.

Do you have a reference to a capitol "D" in MacDonald.
I don't see this in standard maps.

This changeset incorrectly changes and sets addr:street to "Macarthur Boulevard" rather than "MacArthur Boulevard", with the second "a" changed to lower case.
Could you fix this please.

Yeah, I admit I don't know for sure. Perhaps Oakland has the official name, perhaps someone just painted the tilde after too many people called it Cannon.

I think I once noticed the lack of tilde at Wellington, and was curious, and then forgot about it.

Here is an image of a street sign with a tilde. You need to zoom in a bit. It isn't at a great angle, but it is barely visible

The street signs near MacArthur do have a tilde. At least they did a few years ago. Are some street signs missing a tilde?
