Sorry for the delay.

This changeset and all related ones have already been reverted for an unrelated technical problem.

The reason for the changesets was to have the highways correlate with KDOT classifications. However, due to recent feedback and further research, I've decided to leave the Interstates and US highways alone for the time being.
