Thanks for the corrections Andrew. I didn't realise "Allowed Access - All" in the openstreetmap.org website editor was an override flag.

My issue looked like a connectivity issue, however the OSM data was good. I subsequently discovered the "GPS" data I had was showing (in)accuracies > 200m. This caused Valhalla to map match a route that connected the on ramp to a local street. In short, my data caused it - not OSM.
