Thank you for the comment! You were absolutely right about the alignment. I was using the district shapefiles as published by the Tanzanian Bureau of Standards (www.nbs.go.tz). Now today, I switched to GADM (www.gadm.org) shapefiles which are more precise. I am also working on updating the region boundaries.
