Hi! This was deliberate -- there is a gate which is locked with a chain, but the chain is long enough that you can open it enough to pass through, and it seems to be a very commonly used path. I witnessed many people using it, including large groups. Therefore I used the permissive tag. I'm happy to have it changed to something which is more fitting.
