In Monroe County our townships are not the same thing as individual towns. They're one step above that, while the individual towns/villages/etc that you would put on your mailing address are part of those townships.

i.e. Pocono Pines is in Tobyhanna township, while the village of Tobyhanna, is in Coolbaugh Township.
