Thanks, Glassman. I was giving this way the same tags as the ways next to it, like the following:

- way/782296837/history
- way/793911435/history

Are all of those boundaries tagged incorrectly? It seems to me that every way that makes up the state border has these tags on it. My intention was to coordinate this segment's tags with the rest, because my usage of OSM data showed this segment as different than the rest, which I think was a mistake.
