No figures about hamlets is given. It seems to me you do not get my point. Even OSM is a global project, I know there are different tagging rules in different countries and there is also population tag, which is irrelevent here.

Clear rules established by Belorussian community does not tell anything at all about how many [approx.] houses or villagers should be in вёска or пасёлак to tag them as a hamlet and this is very confusing. Probably they need further clarification.

Many of these villages officially have less than 100 villagers but more than 30 houses because
people not registered here permanently.
Generally if the place has a church, or school, or allotments, it cannot be tagged as a hamlet.
I would also agree with you some of them [Бабино, Белое, Дубинка, Маркиши, etc.] could be tagged as a hamlets.

Подбелое has only 1officially registered permanent inhabitant but there is a big allotments area
