My bad - I had driven down it about 3 weeks ago and presumed that the construction tag was one left over from where the road was being built. I did not know that it was convention to tag a road that has been finished and opened as under construction, despite any roadworks?

I was just wondering what source you had for the data on this changeset? I completely understand it was a while ago but I'm trying to see if there is a policy for the mapping of the defence estate, and I'm not sure if some of the buildings detailed on this changeset fall under "public knowledge"?

Wow my memory is being tested now! I mapped it after going for a walk along it so I presume it once existed, unless I accidentally trespassed (also a possibility) and it should be marked as permissive=no? Although if the landowner is now saying it doesn't exist I haven't lived in the area for almost 7 years so I wouldn't be surprised if it now doesn't. It wasn't paved just a clear "path" through fields
