I suggest you a look at the proposal of importing buildings in Spain (osm.wiki/Spanish_Cadastre/Buildings_Import) or those of Sonoma County in the United States (osm.wiki/Sonoma_County_Building_and_Address_Import) or other types such as those of Saudi Arabia (osm.wiki/Saudi_Arabia/Admin_Boundaries_of_Regions_and_Governorates_Import) or Laos (osm.wiki/Import/Catalogue/Laos/RoadsRiversBoundaries) to have a panoramic on how to do an correct importation. You have to convince yourself that you can't just do things as you want, OSM is a global community and a global project in which we are all involved. This is all about a massive import: not legal because it not follow the guidelines of the OSM community, you can not doing what you want in behalf of an iraqi community (I would be grateful if you could tell me where I can follow the discussion process of the data import in the iraqi community). Uploading 10,000 nodes is not an import for you, maybe two millions in one month is? Start mapping buildings around Iraq or elsewhere is ok, no one claims for this. But if you import millions of buildings in one week, then it’s not ok. You don’t want to understand that massive import of data with no clear origin is not ok and it have a guidelines, that the user not follow. He and you talks in name of a group, but I only see one user. But facts are sacred:
To make things even worse you have reverted the work of Data Working Group on your own, we have not seen a single comment against the reversion from any user other than you.
