so making the relationship of those managed by LA metro isn't correct. LA metro doesn't allow toll by plate. TCA does. and its how the sb express lanes are managed

in san bernardino county the express lanes are not the metro express lanes because they are not managed by LA Metro. they are managed by TCA under contract. each county manages their own toll lanes. Sb county contracted it out to TCA. the I 15 lanes are going to be managed by TCA as well

the line ran on top or next to the county line.
