Unfortunately, no. Since construction is technically complete, I think it would be best to leave it as highway=primary and add a note or access tag until more information is available.

I did not change it from highway=construction, I just removed construction=*. It looks like Jobs8 opened the bridge: changeset/73700831. Based on some social media posts it looks like the bridge is now accessible to drivers.
