While mapping in city Tay Ninh (Vietnam), I came across a few example roads way/564070051, way/564071423, way/564071425, way/564071419, way/772444375, way/564071413, way/564070050, way/564070052, way/564070054 etc.. and many more which are tagged as highway=cycleway across this city.

When checked with the available sources Bing, Esri and Maxar we can see the roads are drivable where two/four wheelers can be drivable.

As per OSM wiki link , no need to add bicycle tags explicitly when they are allowed.
