Good question - I've fixed it with changeset #131191608

I was only adding level=0 as an indoor map viewer I was using to test my edits wouldn't display anything without a level=* tag.

Whoops sorry I was broken down on the A5 and slightly mindlessly doing tasks on the streetcomplete app!

the website seems to have cut off the end of my comment - I think this is correct, however I'm not sure if the connection of the ramps/stairs to the footway is necessary for routing as it's in a pedestrian area or just overly confusing
