you could use another background in Potlach 2 to map the parts of this wood where "Bing aerial imagery" is not good enough. Just select "Mapbox Satellite" as background.

Just wait some minutes and reload the map in your browser. The building is there and will appear :-)

the alignement is correct for Ukerewe and the coast south of Mwanza but there are still all the small islands belonging to Ukerewe to correct.
And you are right the borders and administrative areas of Tanzania are in a bad shape. I also checked the shapefiles from nbs.go.tz this year but decided that they are not good enough to import directly.
The point is also the Import. Could you please read osm.wiki/Import/Guidelines
I don't think that it is allowed to take the data from nbs.go.tz or gadm.org and to use or import them without considering all the points from the OSM Import Guidelines.
