Highway=cycleway is in my opinion incorrect since you have all these other vehicles 'designated'. Again, not important for cycle routing as long as bicycle=designated stays.

Last year there was the F99c sign there which is cycling infrastructure that is not part of a road. Isn't it the case anymore ? If yes, then cars are not allowed there. In any case, feel free to edit as you wish :-)

For all other edits, the criteria are in line with what you describe. I change stations to halts only when there are no switches (global rule) or a ticket office (local rule, so e.g.Bru-Schuman or Etterbeek remain stations even though there are no switches there, but ticket offices are).

Very few places are marked as halts in Belgium, while majority of these places are definitely halts.
