Sorry I didn't see this comment until now. I usually look at town and village websites and/or official planning documents to see how the refer to themselves. In this case I'm having a hard time finding a document containing the string "Village of Albany". Albany doesn't seem to have a website but this is probably the closest thing: https://www.nvda.net/albany.php
From there, the linked town plan refers to the "Town of Albany" but beyond that only contains references to the "Village". The Hazard Mitigation Plan refers to the "Town and Village of Albany" but not just the "Village of Albany" alone. I may have extrapolated a bit and assumed that "Village of Albany" is likely the official name in keeping with pattern used by most other Vermont Towns and Villages. Anyway, the official_name tag is much less important than primary name tag, so if you're uncomfortable with such shaky evidence I have no problem removing it.
