Thank you again for your very careful attention to this tagging issue and for sharing the Mapillary evidence! That image, along with the detailed analysis of the weekend rules, was exactly what we needed to finalize the tagging.
We are glad we were able to fully reconcile the rules for both weekdays and weekends. We agree that the appropriate tag is the modified conditional tag you proposed: toll:hov:conditional=no @ (Mo-Fr).

We have already implemented this change in the changeset changeset/174849037. Your thorough review process ensures the data is as accurate as possible for all OSM users.

Thanks so much for taking the time to review my changeset and for your detailed feedback on the toll:hov tagging!

You are absolutely right that HOV vehicles (meeting the required minimum) do not have to pay tolls during the HOV-exclusive periods (Mo-Fr 06:30-08:00 and 16:30-18:00).

However, after checking all the rules for Hwy. 290 Express Lanes in https://www.ridemetro.org/riding-metro/hov-hot-express-lanes, I found a couple of specific conditions that the simple toll:hov=no tag doesn't fully cover:
- Weekdays (Outside HOV-Exclusive Times): When the lanes are open to single-occupant vehicles, HOV-qualified vehicles (2+/3+ people) are allowed to use the lane but are still required to pay a toll.
- Weekdays (HOV-Exclusive Times): HOV-qualified vehicles (2+/3+ people) are allowed to use the lane free.
- Weekends (Saturday/Sunday): On Saturdays and Sundays, all vehicles are allowed to use the lanes for a $1.00 toll. The HOV-only requirements do not apply, and even vehicles with 2+ or 3+ occupants must pay the weekend toll.

Because HOV vehicles must pay a toll outside of the peak-time HOV-exclusive windows, the simple toll:hov=no is not fully correct. Therefore, the tag toll:hov:conditional=no @ (Mo-Fr 06:30-08:00,16:30-18:00), that I applied, more accurately reflects that HOV vehicles only get free access during the specific peak times, and are expected to pay (like all other vehicles) during off-peak and weekend operation hours. Does this approach sound reasonable for you?

Thanks so much for your feedback on my changeset! We generally implement turn restrictions based on physical signs or road markings.
