These changes were from a list that was labeled as all of the MDOT roads with limited access. The list was in an inset in the map document but not from the map itself, which I guess I just assumed to be meaningfully different. I labeled bicycle=no explicitly since, according to the information I could find, there appeared to be many more motorways that are not actually restricted access.
