and the best way to tag this kind of structure has been discussed here:
man_made=qanat
According to that page, using the tag combination of

Hi, There are few issues that I like to point here, please:
- split way/596342588 at node/5681277602 as it looks like the part of it which connects to Sina Alley forms one street
-after doing what've said above, please review the shape of the other part of way/596342588 as it looks like an unnecessary zig zag way
- the tag combination of highway=service plus service=alley is not appropriate for the streets here, it just works for the service alleys that their only purpose is to provide access to service utilities, garages etc, in between two rows of properties that have their main access via main streets

Iranian OSM Community has been discussing this matter for a long time in their chat group in Telegram, where the number of members is over 500, the final discussions last about two weeks led to a poll https://t.me/openstreetmapir/885 and %65 of participants voted to add the words like "Street" and "Alley" etc (as it is written on the street sign) in the name tag, this user, Iran Map 28 (not Iran map 28), just after the results, started to remove the existing words from name tag in mass editing, by a Bot, and caused a deletion of thousands of good data, then Sosha1996 an admin of Iranian OSM Community, reverted those changes in this changeset and several other changesets.
