is there any reason not to have highway=path or highway=cycleway on the Douglas/Mount Stuart cycling paths? It sounds like according to leisure=track?uselang=en that leisure=track should not be used to replace highway tags

Hi -- I made have made a mistake here, but this seemed closed off? It's fenced off at the airport, has a gate at Indian Rock, and doesn't seem accessible from Massasoit (or maybe I missed it).
