It’s a site I made to deal with exactly the issues you’re talking about here. Once the formatting is sorted in libphonenumber, it would be easy to add Taiwan to the tool and give an easy way to fix these issues. And once any issues are sorted, there is also a bot to make the simple fixes automatically, which has been running in various countries: osm.org/user/confusedbuffalo-bot

The site doesn’t suggest any reformatting of numbers where the only change is spaces, so numbers that you mention like +886288613257 would not get changed, with the current setup.
