I-93 through Franconia Notch (a super two) is in OSM as a motorway. Ditto the super two section of MA 2 and the UNDIVIDED super-two section of NY 85. So no, motorways do NOT have to be dual carriageways.

For starters, freeway != expressway. Both are defined engineering terms. Officially, California calls anything with at-grades an "arterial" and OSM marks them as "trunks". "Trunk" sections end at the last at-grade intersection. This is the standard in New York as well.

But a freeway/motorway can end at an at-grade intersection. There is nothing saying it cannot other than your opinion. By your logic, I-10 and I-40 should have significant sections marked as "trunk" and I-90 should switch to "trunk" west of I-5 in Seattle.

But here's the thing: practice in OSM is to only make something a trunk if there are at-grades between 2 consecutive grade-separated intersections. Of the types of roads we're describing, far more are in OSM as "motorways" than "trunk". We can't go changing things around just to meet your criteria. Precedence overrules other things.

By your definition of what is and is not a "motorway", would I-184 in Boise, I-115 in Butte, and I-587 in Kingston, NY also be trunk roads? I-587 has no interchanges whatsoever!

I agree with Duke87 and us89 here. There is precedent elsewhere in OSM for making the entire thing outside of the intersections a motorway. If anything, the section south of Apache is a full motorway because one can pass through 3+ consecutive interchanges.

Since when are honorary names the official name of the highway? Should we change the name of the NY Thruway to "Jewish Veterans Memorial Highway" between Exits 10 and 15 because a couple of signs and a state declarations say it is called that? Of course not.
