When local guidelines do not exist we follow the global classification guidelines and whatever trend exists in the country. I talked to sjdvda via private message before this changeset was made. I think that different reasoning needs to be used in Mauritius because it is a relatively small island: what is a primary road in the US or Germany will not be the same as a primary road in an isolated road network. The B9 seems to be the most important road that travels through this area of Mauritius. Let me know what you think. |

I see how it is easier to agree on classifications when everyone is following a single source. I just don’t think that the government classification will always match the overall road importance, which the wiki says OSM classification should be based off of: highway=*. To me it seemed like the B16 links larger towns just as much as the A5 or the B15. You have more local background than me so I would not be opposed if you changed it back to secondary.
