Departments using these buildings have been moved out, buildings interiors are being stripped out, hard to say if they will be removed or overall plan, relating to N-19 but they are fenced off.

The source you included, on slide 16 says that construction does not begin until September 2019. If so why has the construction area already been mapped, which means it should exist currently on the Ground.

Yes it appears removing Way: 637978873 has fixed the issue, it is now rendering as a building again.

To my eye it looks like it maybe caused by Way: 637978873 which was created in your Changeset: 63879120. Currently the multipolygon of the structure has two separate ways depicting the outer edge, and the one previously mentioned was just created in that changset mentioned, and is only about 1ft in real length long.

Mickey and Friends no longer appears as a building in the default OSM render after a recent change.

OSM is more than GPS, it is a mapping platform for all datasets, it allows people to get as much info as possible that has been mapped. There are a number of individuals that map different theme parks around the world. And no I didn't do pretty much any of Disneyland, although yes it does bog down some when in editor mode.
