Almost all "payment:" keys which you think are "common" were tagged by one mapper. These keys haven't been approved by the Japanese OpenStreetMap community. Therefore, I don't think that they are "common". Recently we discussed "payment:" keys of Japan. Our decision is using lower-case alphabetic characters. Please refer to the following.
