On the contrary, my argument would be like saying you need to fill the ocean with fishing points on every square centimeter of area. Which would be completely and utterly useless on a digital map, just as your multiple points for fishing on a pier are. By your logic, you should get to marking every point in the oceans, seas, ponds, rivers, etc. Happy Mapping.

If one can walk onto a dock and crab/fish then there are an infinite amount of points.
