Assumed way enters a stream without surveying. According to LIDAR data is seems more likely that crossing is a culvert. Details that are not clearly visible from imagery should not be guessed, survey is required. Until then ways without intersections should be left as is so that OSM data inspection tools can alert to incomplete data or at leas add appropriate fixme tag. Like "fixme=Estimated data. Determine correct crossing type."
