Access tags are for describing legal usage of highways rather than common usage. Horses and bikes are allowed on all public roads other than freeways in Michigan unless specifically prohibited by local laws or signage.

It turns out they redid every part of Liberty except the section I updated. I'm going to leave it like that under the assumption that the project will be completed soon.
