As for the zoo definition, I think what we're trying to map here is specifically that dogs are not confined and that they are there to protect livestock and property, not for "viewing by the public".

hazard=dogs is indeed not officially recognized (yet) but it has been used in various places in Georgia (can't point out where exactly because overpass is not working right now). I think we should make a proposal to add it to the wiki, because it is the most obvious tag for such cases.
