Would you mind also sharing the source for adding the classification to these roads? As these groups of road cannot be tertiary, For the best way of mapping, kindly refer to highway wiki highway=* .

While mapping in Cambodia we have observed that landuse=residential polygons were created as continuous polygon tracing each rooftop of the building with “ name**=*. For best mapping practice we need to create an individual building polygon for every rooftop and tag “building=yes” refer: building=* for more information. And also would you mind sharing the source for adding “name” information to the landuse polygons and the geometry of the buildings does not seem to reflect on the ground reality and this should be avoided mapping on OpenStreetMap. And also for the usage of keeping ‘independent note’ seems like it's a practice to use these guidelines note=*. As a suggestion, you can use an individual OSM note or add it as a part of the actual tag for easy discoverability.
