This plaza has chairs all over it for people to sit down, but no area for people to walk over as it is nearly entirely covered with chairs and vendors.

Since vendors are often here, maybe it should be a commercial area then. Rincon Plaza does not look like a pedestrian area. It looks like a vendor selling area with very little room for pedestrians to walk through.
