This aerial way was already tagged with abandoned:aerialway=cable_car. And I think it's more suitable than aerialway=cable_car you've added, because the way is not functioning and really abandoned

According to wiki area:highway should cover only the lanes without parkings and traffic islands:
area:highway=*?uselang=en

If your intention was to specify the surface of parking spaces and bus station, I think it would be better to mark those parkings instead (with amenity=parking + surface=asphalt).
And the bus station square with public_transport=platform + surface=asphalt:
public_transport=platform

I think it contradicts osm.wiki/One_feature,_one_OSM_element

According to wiki tourism=attraction is more often used as an additional tag, than as the main one. So there was no need to create duplicate POI nodes.

And this tag looks like indeed a pretty subjective thing. Every museum is probably attractive for someone, but hardly it'll make any sense to tag all of them as attractions.

And by the way there is a historic=memorial nearby, which is obviously was added for the same object

Предлагаю придерживаться вики и использовать:
- building=construction, если есть стены первого этажа
- proposed:building=construction, если есть высокая вероятность, что построят. В качестве критерия - например, начало продаж квартир в этом доме

Какой смысл это делать заранее?

Вот тут прямо сказано, что этот тэг нужно использовать, когда построены хотя бы стены первого этажа.

Есть ещё вот такой тэг для объектов, которых нет на местности. Но и тут предупреждают, что его использование хорошо бы предварительно обсудить с сообществом. Потому что иначе люди могут вполне справедливо удалить эти несуществующие здания.
