yes, I think that would fit better, although I was initially discouraged by the note on landuse=institutional that says that the institutional tag is ambiguous/unclear. Also, taginfo mentions it is only used in ~1000 places. I don't feel too strongly about this, so feel free to update it to institutional if you wish. Thanks!
