Thanks again for the exchange. To summarize my reasoning regarding the Hun Sen Boulevard Interchange:

1. Functional Decoupling: Since the main through-traffic for Asian Highway AH1 and National Highway 1 (NH1) is designed to use the flyovers and underpasses, the roundabout below acts physically and functionally as a distributor (interchange).
2. Route Relations vs. Way Tagging: The continuity of AH1 and NH1 is already correctly maintained through Route Relations. These relations ensure that the highways are mapped as continuous routes for data consumers. Tagging the roundabout segments as 'links' does not break these relations, but it accurately describes the segments' role as connectors.
3. Navigation UX: Using base classification for the roundabout segments often forces routers to announce 'AH1/NH1' repeatedly within the junction. Treating them as links provides much cleaner voice instructions ('Follow the roundabout') while the user is transitioning between the major boulevards.
4. Visual & Logical Hierarchy: This approach clearly distinguishes the high-speed through-levels from the slower distribution level, reflecting the ground truth of this complex multi-level structure.

I believe this strikes the best balance between strict tagging standards and real-world utility. However, I value consistency—if you still feel that base classification is mandatory here despite the relation coverage, I am open to a final community verdict.

I think it's advantageous to label all roads in this confusing roundabout system consistently as link roads.
I propose classifying complex, multi-level roundabout systems (with bridges/ramps) uniformly as link roads. This avoids "instruction salad" in navigation (e.g., constant road number changes), improves visual clarity in rendering, and ensures consistent lane guidance (turn:lanes) throughout the entire junction area.
