Thanks. My rational is that isced:level=* says level 1 is primary education and in NSW most primary schools are K-6 so K should be considered part of level 1. Confirmed since normally it's started around age 5.

level 0, pre-primary, before primary school, designed to introduce very young children to a school-type environment, which sounds like preschool.

Amended. https://github.com/gravitystorm/openstreetmap-carto/issues/844 would be the most appropriate fix rather than mapping for the renderer.
