My intention when reclassifying Rua Doutor Jorge Tibirça was to unify the classification gap between the primary roads entering and exiting the city at way/418642307 and way/418642307. According to global highway classification policy primary roads “often link larger towns” (highway=*), and it is generally considered best practice to connect the higher road network together, rather than segment it.

For example: way/169164813 travels through the town of Lindoia and does not drop in classification. Is there a resource you could direct me to that indicates this is a secondary road? I look forward to hearing back from you.
