I appreciate the input, but I know exactly what a Flock camera looks like. Just because a camera is mounted on a mast-arm doesn't automatically mean it's for the signal controller. It’s completely reasonable to think that whoever installs these might place them in specific spots to make them harder to spot. In this specific instance, the Flock camera was tucked directly behind the stoplight on the mast, aiming south.
