Your suggestion is a good idea, but I usually get carried away and generally find myself needing to tweak the offset multiple times. I think Cadastral Parcels should default to enabled because casual, new or one-off editors don't know about it and probably don't even know about the need to consider imagery alignment at all. I try to blitz a small area with as many easy to align features as accurately as possible such that future imagery misalignment is obvious at a glance and will hopefully reduce the likelihood of this problem in that area.

Hi, there were a lot of dreadfully inaccurate, inadequate and out of date mapping in Fleetwood. The roundabout you mentioned had all its circular component ways named Denham Way Roundabout which I believe should be left with no name (unless I'm wrong). I have no idea whether that roundabout has a name; my feeling was that it had just been named arbitarily after one of the side roads.
