In OpenStreetMap there are global and locally created sets of rules for the classifications and edits. For example, in Malaysia there is the osm.wiki/Malaysian_Roads_Tagging guide, which says highway=residential is for “Roads in a typical housing estate (taman perumahan). May also be used in villages (or any other kind of residential areas) upon roads that act as feeders to the more important local highway.” which to me applies in this case, while a service=driveway is defined at service=driveway as “a minor service road leading to a residential or business property.” and “leads toward an entrance (entrance=*) to a specific destination (building, etc.).”
My team, and myself included, follow the definitions and guidelines in the OSM wiki, which in this case were written by the Malaysia community. If you have any disagreements with the local guidelines I would suggest talking to other members of the community to see what they think. I hope we can resolve this in a way we both find agreeable.

Thanks for reaching out, this situation does look to be a bit confusing. My edits in this changeset focused on removing the driveway tags off of residential roads. Based on OSM policy (service=driveway), driveway tags can only be used in conjunction with service roads. These roads were originally service but were changed to residential, which I think makes sense. The wiki states that driveways primarily provide access to a house, garage, carport, provides space for picking up/ dropping off, or leads to a loading dock (see “Usage" section of the linked wiki above). With this in mind, I would argue that the driveway tag better describes the smaller (sometimes gated) roads that can be seen in Esri Clarity and OpenStreetCam (https://openstreetcam.org/details/2724462/198/track-info) that lead to the individual residences. To me, residential makes more sense for these roads since they provide means of navigating this neighborhood rather than driveways for individual houses.
