Hi Rob,
the level = -1 added to those streams, actually I usually put that tag in order to avoid error in the intersections with roads, paths etc. I didn't know that Osmose or other programs were affected by this choice. Those streams/brooks are not sub surface.
For which concerns the intermittent key, honestly I'd never used it since in Mediterranean area most of the streams don't have water all the year, but that attribute seemed to me too extreme compared to sub desertic environment.
