Thank you for your comments. I have reviewed and understand the issue here. I was tasked with correcting a few select relation members within my scope of work. I agree with your point that adding an administrative external boundary (closed way) to encompass the relation members could be beneficial but I do not have enough sourcing to support that edit currently. I appreciate you bringing this to my attention and will be mindful of this going forward.
