I have made changes, also there is no ref or route relation tagged to the pre existing highway and acting as main road with in the suburb.

As the primary_link road starts at node/4734163384 and ends here at node/4734163381 and the way mentioned way/219016626 is providing access to many destinations. Hence i have modelled it as unclassified as it is serving access to many destinations and connecting many local roads.

Thanks for writing, i have seen some classification inconsistency near (node/3870713456) and the road is connecting between two major highways from node/3870713369 and node/3870713456. So i maintained tertiary consistency.
