If you are confident there is no ford crossing infrastructure, and water may only impact the road after a seasonal heavy rain, what do you think of tagging the highway segment with flood_prone=yes instead of ford=yes, similar to first example on this wiki page: key:flood_prone. Alternatively, if the river/stream was modeled as a polygon up to the riverbanks, intermittent=yes could be used to better represent the size |

Under the ‘How to Map’ section, the first bullet point states to “use a single node ford where a highway crosses a waterway that is mapped as a linear stream without riverbanks”. How you usually tag fords is a more detailed method, but would also require the river banks to be mapped, according to the OSM Wiki. |
