Forgot to include "Split ways and added lanes, surface, placement, and turn:lanes tags in Penang etc etc"

Hello! I'm working on a JOSM-specific set of validator rules, and while doing some sanity checking, I came across this relation that refers to an optional connection to a 4th lane in its 'to' member. The 'to' member doesn't seem to have a 4th lane, so I wanted to check with you whether or not the connectivity tag is correct.
